The 25th of May, 2006, the Minister of Environmental Issues within the Junta of Castilla y León, Mr. Carlos Fernández Carriedo, adressed a letter to the persons in charge of the International Model Forest Network in order to express the Conserjerías interest (which includes the General Administration of Environment, headed by Mr. Mariano Torre Antón. It is the competent forest service of forest management in Castilla y León) in becoming a member of the International Model Forest Network and promote, according to their level of authority, the creation of one or more Model Forests. On the Meeting of the Latin America and the Caribbean Model Forest Network (LAC-Net) on the 21st and 22nd of June, 2006, the Directors accepted the Junta of Castilla y León as a member of the Network.

After the admission of the Junta de Castilla y León in the Network, consecutive interviews and focus groups with the most important regional pine forest enterprises and institutions of Soria and Burgos took place in order to explain the concept of model forest while getting to know their positions, interests and barriers. These enterprises and institutions spread, therefore, the concept of model forest in their working contexts. They participated in the Technical Conference “New Tools for the Sustainable Forest Management” held in the University of Valladolid. The process ends the 19th of March, 2007 in the Chapel of Revenga with the foundation of the Asociación Monte Modelo Urbión (Model Mountain Urbión Association), member of the International Model Forest Network and constituted, mainly, of the social agents that take part in the field of action.
